Principia Programme Delivery is an independent owner's team for organisations delivering capital programmes between £20m and £200m. We work for the owner, embedded alongside in-house teams, building the client's capacity to interrogate, challenge and govern programmes they may be running for the first time, infrequently, or at unfamiliar scale.
Most capital programmes that fail do not fail only in the contractor's delivery. They fail in the owner's grip: weak scope discipline before commitment, thin commercial control during construction, and reporting that drifts from the truth. An owner's team is the senior, independent capability that sits on the owner's side of the table and holds that grip. It is not a substitute for the contractor or the engineer; it is the client's own capacity to see clearly and decide well.
Organisations delivering a major programme for the first time, or rarely enough that the in-house muscle has not been built or has faded between projects.
Directors accountable for a programme's outcome who need an independent, senior read on whether it is truly under control.
Programmes under COMAH, CDM or equivalent regimes, where the owner must own the safety case and the regulator interface from day one.
Scope definition, target outturn cost discipline, contracting strategy and the owner-side programme, before the board commits.
NEC4 and FIDIC drafting, scope alignment and pain and gain calibration, closing the gaps that become disputes.
Compensation event regimes, early warning discipline, Defined Cost auditing and routine commercial hygiene.
Embedded, named, senior on-site representation accountable to the board.
Pre-construction phase plans, regulator interface and the documented safety case the owner must hold.
Commissioning oversight and operational readiness, where projects quietly fail.
Diagnosis and turnaround of programmes already in trouble, the work at the heart of the practice's thirty years.
The highest-value thing an owner's team leaves behind is not a report; it is capability. We build the owner's intelligent client function: the capacity to ask the right questions, read what reporting really says, challenge with authority and govern with confidence. It is what turns an owner from a passenger into a client the contractor and the market take seriously.
On troubled programmes, the reporting is often individually accurate yet collectively misleading: scope, cost and time are quietly redefined a step at a time until the picture no longer matches the commitment. Our assurance work is built to surface that drift, so an owner's board sees the real position while there is still time to act. Every finding is traceable to the evidence.
